Sign the Paid Apps Agreement

When you finish this page, the App Store and Google Play are allowed to sell your in-app products and subscriptions — to testers in the sandbox and to real members in production.

This is paperwork, not code, and it happens entirely in your own Apple and Google accounts. Memberside cannot do it for you. Do it first: it can take a day or more to clear, and nothing else on this list can be tested until it has.

  • An Apple Developer Program membership, and the Account Holder of it. Apple lets only the Account Holder sign agreements. An Admin or Finance user can enter bank and tax details, but the Account Holder still has to approve them.
  • Your bank account details: account holder name, account number, and routing number, SWIFT or IBAN depending on your country.
  • Your tax identity: for a US business, an EIN or SSN; outside the US, the details Apple’s tax forms ask for in your country.
  • For Google Play, a Google Play Developer account with access to Play Console.
  1. Sign in to App Store Connect as the Account Holder.

  2. Select Business at the top of the page. Older guides call this section Agreements, Tax, and Banking.

  3. On the Agreements tab, find the Paid Apps row and click View and Agree to Terms.

  4. Read the terms and click Agree. Apple may ask for a two-factor code first.

  5. Add your bank account. Still on the Agreements tab, find Bank Accounts and click Add Bank Account. Enter the account holder details exactly as your bank has them, or payments are rejected.

  6. Complete your tax forms. Find Tax Forms and click Add Tax Info. Every developer completes a US tax form — W-9 in the US, W-8BEN or W-8BEN-E everywhere else — and some countries add their own. Check it before you click Submit: a submitted tax form cannot be edited in App Store Connect.

  7. Wait for the status to read Active. Apple reviews what you entered; this usually takes a few hours and can take a few days.

Google’s equivalent is a payments profile — Google’s merchant account — linked to your Play Console account. Without one, Play Console will not let you create a paid product.

  1. Sign in to Play Console.

  2. Go to Settings → Payments profile.

  3. Click Create payments profile. If you already have a Google payments profile or Merchant Center account, it links automatically and you can skip to step 6.

  4. Enter your legal business name, physical address and a contact person.

  5. Enter your public details: website, customer support email, and the name members will see on their card statement.

  6. Click Submit, then add your bank account under the payments profile so Google can pay you.

The business country cannot be changed afterwards. Choose the country your business is registered in, not where you happen to live.

With the agreement Active, create the products themselves:

The buy button never shows a price, in TestFlight or the sandbox. The Paid Apps Agreement is not Active yet. Check Business → Agreements — Pending User Info means the bank or tax step is unfinished.

You cannot click View and Agree to Terms. You are not signed in as the Account Holder. Ask whoever enrolled the Apple Developer account to sign in and accept it.

Products that used to load have disappeared. Apple published a new version of the agreement and the old one lapsed. Look for Active (New Agreement Available) or Expired and accept the new terms. Apple also blocks creating new in-app purchases until you do.

The bank account is rejected. The account holder details do not match what your bank has on file. Enter them exactly as they appear on a bank statement.

Play Console will not let you create a product. No payments profile is linked, or you have never uploaded a build. See Setting up in-app purchases.

These are Apple’s and Google’s own guides, written for account owners rather than developers.
